Climate change presents significant and urgent challenges to developing countries, threatening lives, livelihoods, and infrastructure. To address these risks, promoting Climate-Resilient Development (CRD) is crucial to achieve inclusive and sustainable growth. This seminar will convene international organizations and governments from developing countries to explore how development cooperation can advance CRD. The discussions will emphasize creating synergies with other development goals and reducing trade-offs, with a focus on expanding the "TICAD Adaptation Initiative", which was announced upon The 9th Tokyo International Conference on African Development in August 2025, beyond Africa. In this setting, JICA will introduce its "Biodiversity-FIT", a guidance which aims to enhance the connection between climate and nature by advocating for nature-based solutions (NbS) and biodiversity-friendly development. This initiative supports collaborative efforts to tackle the Triple Planetary Crisis - comprising climate change, biodiversity loss, and pollution - and aligns with Japan's broader environmental strategies.

Session Summary
Ms. MIYAZAKI of JICA highlighted the need for the TICAD Adaptation Initiative to expand beyond Africa, advocating for an integrated approach that aligns with development goals. She introduced the MIDORI Initiative aimed at promoting overseas investment and financing in green sectors in Latin America.

Dr. Hickey of World Bank Group emphasized that climate action is a key development strategy and called for reliable data and collaboration between international organizations and governments to address financial and technological gaps.
Ms. Tito of BNDES discussed partnership-based financing, using green bonds and JICA loans to support green projects and healthcare.
Ms. Martinez from City of San Jose stressed that urban adaptation should be linked to social inclusion, with community participation as a key element in urban planning for climate adaptation.
