Monitoring of Forest GHG Budget And Carbon Sink for Net-Zero Emissions

Organizer : Forestry Agency of Japan (FA)

Co-organizer : Ministry of Environment of Japan・The University of Tokyo・Forestry and Forest Product Research Institute (FFPRI)

Abstract

This seminar at the Japan Pavilion, COP30, will focus on research and development in terms of GHG sources and sinks, which are keys to achieving Net-Zero emissions. It will provide insights to various kinds of stakeholders about GHG monitoring by using recent scientific methods, putting emphasis on the AFOLU (Agriculture, Forestry, and Other Land Use) and LULUCF (Land Use, Land-Use Change and Forestry) sectors. The speakers from Japan will present the activities by the Forestry Agency, governmental institutes, and MOEJ, and the international speakers will present topics about AFOLU and LULUCF emissions. After the presentations, all speakers and guest panelists will be invited to have a panel discussion with the audience of the seminar. Discussion topics may include research requirements, international coordination and collaboration, and contributions to GST2 and IPCC AR7, etc.

Panel Discussion

Session Summary

At the outset, Professor Ito from the University of Tokyo provided an overview of the seminar's purpose. Subsequently, Mr. Fujimoto, the FA, delivered a presentation offering information from an administrative perspective on the historical background of Japan's forest resources, J-Credits, and "Nature-based CCS". Dr. Hashimoto, the FFPRI, then presented information from a scientific perspective, covering forest inventory projects, flux measurements, the impact of land-use change, and model-based assessments. Dr. Thelma Krug from GCOS (Global Climate Observing System) presented analysis results on evaluation methods and temporal changes in carbon emissions associated with land-use change in Brazil. Dr. Francesco Tubiello, FAO, presented the creation of the latest statistical data (FAOSTAT) and evaluation results for the AFOLU sector within it. During the panel discussion, participants exchanged views on challenges in assessing GHG balances associated with forest land-use change and necessary future actions. Panelists unanimously emphasized the importance of capacity building, proposing that collaborative efforts between government and academia should be advanced.
