The urgent challenges in climate mitigation are apparent. Achieving the Paris Agreement target hinges on submitting biennial transparency reports (BTRs) and updating and implementing national contributions (NDCs), with private sector engagement being vital. Companies are adopting Net-Zero goals and transparency measures driven by regulations and voluntary efforts to enhance resilience. While the private sector faces increasing pressure to measure and reduce GHG emissions, some use international standards promoting transparency in supply chains and GHG reporting system implemented in certain nations. However, tracking progress remains difficult even for countries submitting biennial transparency reports (BTR), stressing a need for sustained capacity building . Recognizing these needs, MOEJ has been supporting developing countries in promoting corporate and facility GHG reporting through SITA and PaSTI initiatives. This seminar will showcase successful initiatives promoting transparency at facility, corporate, and nation levels, and explore how better coordination and data harmonization across these levels can accelerate progress toward global climate goals.

Session Summary
Vice-Minister DOI Kentaro of MOEJ, in his opening remark, announced the "Support Initiative for Transparency in Asia (SITA)" logo. SITA, an aid to BTR development, was newly established in the revised Japan-ASEAN Climate Environment Strategy Program (SPACE) at the 3rd Japan-ASEAN Ministerial Dialogue on Environment and Climate Change. ADBI's Dean, Mr. Bambang Brodjonegoro, stressed that enhancing transparency requires a thorough approach beyond the national level, including regional, financial, corporate, and facility levels, further emphasizing the need to mobilize climate finance for sustainability. PaSTI's cooperation was highlighted by the speaker from NRES Malaysia, citing their online reporting systems, and the speaker from MoE, Cambodia on their BTR development. A participant from the Lima Callao ATU in Peru presented a JICA-collaborated MRV project in urban transport, highlighting the importance of sectoral collaboration, particularly in the context of accessing Climate Funds. The need to provide business incentives to companies and the importance of continuous cooperation in MRV of GHG emissions for climate change mitigation efforts was emphasized.
